What You Will Do

Summary

Reporting to the Manager, HR Partnerships,  the Labour Relations Coordinator provides human resources support, analysis and project coordination for various HR initiatives and activities. The LR Coordinator is responsible for:

  • Managing the special leave, compassionate leave and union leave process for the organization which includes maintaining a leave portfolio, analyzing each request and confirming approval or denial of the request in accordance with the collective agreement and jurisprudence.
  • Coordinating the grievance review tracking system, researching and compiling background information on issues in support of grievance handling and third party hearing preparation, and responding to routine questions and prepares correspondence regarding the application and administration of collective agreements, legislation and Providence Health Care's (PHC) policies and procedures.
  • Generating reports within existing databasesfor the HR quarterly metric report. 
  • Coordinates intake and processing of Harassment & Bullying complaints and initial follow up. 

What You Bring

Education:

  • Completion of a recognized Degree or Diploma in Human Resources Management, plus three (3) years' recent related experience in a large and complex organization, including experience working in a unionized environment, or an equivalent combination of education, training and experience.

Skills and Abilities:

  • Demonstrated knowledge of collective agreements, applicable legislation and regulations.
  • Knowledge of healthcare industry collective agreements and labour relations processes.
  • Demonstrated project management skills.
  • Ability to organize work of self, identifying and managing multiple and complex priorities, meet deadlines, and work under pressure with minimum supervision.
  • Ability to work effectively, independently and in collaboration with others.
  • Ability to deal with others effectively, at all levels of the organization.
  • Ability to identify, analyze and resolve problems.
  • Ability to communicate ideas and concepts and to write correspondence, reports, minutes and summaries.
  • Excellent interpersonal and verbal communication skills.
  • Demonstrated ability to utilize a customer service approach to staff and clients.
  • Ability to research labour relations issues and to perform costing.
  • Advanced skills using a variety of computerized office software packages (e.g., MS Office Suite, MS Project).
  • Familiarity with the HRIS systems such as PeopleSoft.

Your Day to Day:

  • Manages the special leave and compassionate leave process for the organization. Maintains a special leave and compassionate leave portfolio which includes determining approval or denial of requests in accordance with the collective agreement and jurisprudence. Reviews nature of each request, liaises with HR Staffing to confirm leave of absence dates, and connects with employees for additional information when required. Participates in weekly meetings to review outstanding special leave requests and to ensure process consistency among the industry and within the organization.
  • Manages the union leave process for the organization. Maintains a union leave portfolio which includes determining approval or denial of requests in accordance with the collective agreement, jurisprudence and established procedures. Reviews nature of each request and number of requests within specific timeframes, liaising with operational leaders to confirm ability to grant leave within operational requirements and HR guidelines. Ensures staffing has coded union leave to the correct cost center and conducts reconciliation of the cost center statement and invoices in coordination with HSSBC.
  • Researches recent arbitrations and case law and compiles and highlights their relevance to the matter at hand. Prepares reports and briefing documents and presents grievance review request with background information to designated departmental staff for discussion and review to support departmental redesign processes. Conducts benchmarking and costing and analysis when required.
  • Responds to routine questions from union representatives, managers, employees and other HR staff both verbally and in writing regarding the application and administration of collective agreements, relevant legislation, PHC policies and procedures and terms and conditions of employment. Identifies and refers any non-routine or complex issues to designated departmental staff.
  • Under the direction of the HR Advisor, provides assistance and guidance in resolving labour relations and general human resources matters such as employee performance, discipline, staff interaction, department/program reorganizations such as Master Rotation Changes and scheduling issues/job fairs. Prepares related correspondence as requested such as letters of expectation and grievance request responses.
  • Assists the HR staff with grievance management or preparation for local negotiations by clarifying the nature of the grievance with union representative or others, researching , investigating and compiling background information by discussing circumstances with program managers and liaising with HR staff, Finance, IT, HSSBC, HEABC and other health authority staff for information, gathering routine and exceptional information through file and database searches, and performing data analysis and producing summaries, spreadsheets, and other required documentation.
  • Coordinates the grievance request tracking process by recording receipt of initial grievance/job review request documentation, enters/updates all relevant grievance/job review request information in applicable databases including details related to settlement costs and savings and closing files. Sets up and maintains files and liaises with Advisors on file information as required. Generates reports from databases as required.
  • Provides project coordination to the HR teams on initiatives such as Essential Services, Strike Contingency Plans, and LMC-related and other employee transfers. Assists with the development of project plans, prepares and/or directs the preparation of required documentation/reports/database updates, assembles and coordinates HR work teams, and provides direction and communication to work team members to ensure completion of project in accordance with plan. Provides regular reports to Leader on project status.
  • Processes existing database queries to generate reports and collaborates with designated PHC staff such as IT and HR Systems and Reporting to develop unique queries to meet ad hoc reporting needs. Ensures data is up to date in relevant databases and produces quarterly HR stories that correspond with the data provided for the HR quarterly reporting metrics.
  • Participates in the preparation and presentation of human resources education and in-services to leaders/managers, supervisors and employees.
