The Lower Mainland Biomedical Engineering (LMBME) consolidated group under Providence Health Care (PHC) is currently hiring two permanent, full-time Biomedical Engineering Managers (Site Operations & Regional Initiatives). Our Managers play a key leadership and operations role in supporting our Biomedical Engineering Technologist teams in their delivery of medical device maintenance, collaborating closely with a wide range of passionate healthcare professionals to ensure our clinical teams are able to provide the essential services that make up the robust public health care system in our province.

LMBME’s management team support four BC Health Organizations (FHA, PHC, PHSA, and VCH). These positions will report to the Director for VCH and PHC Operations, providing support for this portfolio, with specific responsibilities for VCH/PHC operations managers being assigned according to organizational needs and priorities. One position is net-new, while the other is a replacement for a previous incumbent. One Manager will be based at Vancouver General Hospital, and the other at St. Paul's Hospital.

Lower Mainland Biomedical Engineering focuses primarily on health care technology management by providing a wide range of technical and engineering expertise. Under Providence Health Care, LMBME serves four health organizations in the Lower Mainland of British Columbia:

LMBME acts as the technology resource and manages medical devices throughout their entire life cycle; starting from the planning for purchase and development of specifications stage, through the purchasing, implementation, maintenance, and finally, end of life and disposition stage. LMBME's 190+ technologists support more than 100,000 medical devices spread across 27 major hospitals and additional sites such as correctional facilities, dialysis units, etc.

LMBME also plays a key role in technology management related to patient safety. It conducts medical equipment incident investigations, monitors medical equipment recalls and alerts, and identifies potential hazards with medical technology.

Job Summary

Reporting to the Director, Biomedical Engineering (BME), the Manager, Site Operations and Regional Initiatives works within the context of the integrated Lower Mainland Biomedical Engineering Department's directional plans, strategic imperatives and service agreements. Oversees and provides strategic leadership and direction in supporting and maintaining a high degree of intricate medical technology in the planning, strategies, standardization, implementation and delivery of safe, economical and efficient BME services at designated site(s) within the Lower Mainland to support excellence in patient/client/resident care. In addition to overseeing designated site operations, the Manager, Site Operations and Regional Initiatives assumes responsibility for leading regional or centralized strategic and/or operational initiatives for the department. These may include oversight of major technical and administrative projects on behalf of the Director that further regional strategies in accordance with the annual or long term plan. Successful implementation of regional initiatives will require active consultation and planning with Managers and Directors across the department.

Overseas budget planning, strategic planning, resource planning and utilization, capital acquisition planning, risk management, patient safety and quality improvement initiatives. Ensures that the leadership and management of the human, financial and material resources at the designated site(s) supports the priorities, strategic plans, organizational initiatives, goals, policies and vision of the integrated Lower Mainland Biomedical Engineering team. Develops and implements policies procedures in accordance with organizational and legislative requirements in collaboration with the Director and other members of the integrated Lower Mainland Biomedical Engineering team. Supervises and provides leadership and direction to designated staff making determinations on resource planning and selection decisions, establishing performance expectations to ensure accountability and performance, conducting performance evaluations and resolving disciplinary matters up to and including termination. Develops essential services designation plans. Primary partnerships are with internal and external stakeholders, including clinical leaders, medical leaders, medical staff, Physicians, the Ministry of Health (MOH), external suppliers, manufacturers, contractors, industry associates, government agencies, academic organizations, capital acquisitions, external regulatory and standards agencies, technology vendors and manufacturers.

What You Bring

Education
Bachelor's Degree of Engineering or related field, plus seven (7) or more years' recent, related experience, including a minimum of four (4) years' in a progressively responsible management or leadership role, or an equivalent combination of education, training and experience. Significant experience in project management preferred.

Skills and Abilities

Ability to communicate and express complex medical technology concepts effectively, both verbally and in writing, with all levels of the organization, including report writing and presentation skills.

What We Offer

Responsible for the direction, operations and assessment of consistent and compatible practices for the Biomedical Engineering Department at the designated site(s). Develops, recommends and evaluates long and short term fiscal plans, including resource allocations for existing and new programs in consultation with the Director.

In collaboration with the Director, develops, plans, implements and monitors the operating and capital budget for Biomedical Engineering at the designated site(s) including budget preparation, development of workforce plans, authorization, control and reporting of expenditures ensuring the efficient, effective and economical utilization of financial resources within objectives, plans and budgets established by the integrated Lower Mainland Biomedical Management team.

Acts as a member of the integrated Lower Mainland Biomedical Engineering Management team and effectively manages the biomedical engineering services at the designated site(s) by providing key management support to ensure the safe and overall effective utilization of respective staff, services, equipment, and technology. Investigates and resolves operational issues involving service level concerns or staff performance issues. Prioritizes workload and delegates and adjusts staff work assignments.

Provides leadership related to biomedical engineering at the designated site(s) and directs the activities, including setting and communicating priorities, coordinating and reporting on group activities.

Leads the development and implementation of processes for technology assessment, value analysis and equipment planning for designated areas. Provides direction and technical consultation to the integrated Biomedical Engineering team related to the planning and cost effective selection of medical devices and products, capital equipment acquisition, systems and services.

Oversees and participates in risk management activities for designated areas of responsibility by monitoring innovative programs for the management of complex medical technology, establishing and reviewing risk management protocols such as incident investigations, hazard and recall monitoring and ensuring that appropriate actions are implemented.

Provides leadership on site-specific and regional business cases, operational reviews, needs assessment and environmental scans to identify opportunities and risks. Seeks opportunities to enhance revenues and/or contain or reduce costs. Designs and implements solutions to provide effective business processes.

Selects, supervises, evaluates, disciplines staff up to and including termination. Develops and maintains a master staff rotation; liaises with centralized scheduling service; approves vacation, overtime and leaves of absence in accordance with departmental policies and procedures. Participates in the handling and resolution of grievances and represents the employer in third party proceedings as required.

Oversees and participates in the management of human resource matters. Develops and implements appropriate staff development and retention plans. Provides leadership and guidance in the recruitment and professional development of employees through the formal assessment of training needs and development of training plans. Provides leadership in the design, development and delivery of the Biomedical Engineering education plans. Develops and provides orientation plans for staff. Develops and utilizes assessment tools to evaluate effectiveness of user training programs. Supports organizational requirements for scheduling and supervising health information student practica.

Monitors and tracks workload statistics, prepares relevant reports for the Director, and ensures resources are deployed in a safe, effective and efficient manner.

Develops essential service plans for biomedical engineering staff at assigned site(s) and participates in committees and related third party hearings as required.

In accordance with the goals of the integrated Lower Mainland Biomedical Engineering team, establishes, assesses, implements, communicates, evaluates and ensures compliance with site-specific goals, standards, policies, procedures and instructions at the designated site(s) that contribute to the overall effectiveness of the department. Identifies areas where existing policies and procedures require change or where new ones need to be developed. Ensures compliance with applicable rules and regulations. Collaborates with other Biomedical Engineering staff to ensure standardization and consistency. Effectively prepares and complies with accreditation processes as required by the integrated Lower Mainland Biomedical Engineering team.

Develops, implements and evaluates quality improvement initiatives and methodologies for the Biomedical Engineering Department in collaboration with members of the integrated Lower Mainland Biomedical Engineering Department's management team.

Develops and maintains relationships with relevant internal and external stakeholders and user departments throughout the integrated Organizations. Identifies ongoing biomedical engineering requirements by attending planning sessions, conceptualizing and providing leadership and expert advice for future developments. Contributes in annual systems planning to outline priorities and change requirements.

Provides biomedical engineering leadership including knowledge of the future direction and new developments and trends in biomedical engineering, how those directions and developments service delivery and how future and current systems can be utilized for the benefit of the service.

Leads research and development activities concerning unique and/or urgently needed patient/client/resident related and/or hospital related problems.

Liaises with external industries and academic organizations to gain competitive assessments, shares information and identifies and assesses information.

Performs other related duties as required.
