Provincial Director, Research, Evaluation and Data
SummaryReporting to the Executive Director, Foundry, the Provincial Director, Evaluation & Quality Improvement is responsible for providing operational leadership and direction for all aspects of the Evaluation program, Research and Innovation program and other Foundry program initiatives including monitoring, improvement and organizational development activities within Foundry – a provincial initiative with the goal of providing youth and young adults with enhanced access to integrated health and social services, thereby easing transition points for youth and their families. The Provincial Director leads the development and implementation of evaluation, supports the Scientific Lead in implementing the research strategy, and builds capacity and sustainability, including an infrastructure for conducting research and evaluation within Foundry. The Provincial Director ensures effective performance measurement and evaluation is undertaken to support clinical, quality improvement and strategic decision-making within the organization as well as overseeing and facilitating organizational development activities that build a positive work culture and support efficient operations. The Provincial Director determines, allocates and manages physical, human and financial resources to achieve program goals and objectives associated with research and program evaluation. Provides leadership and direction to staff and relevant team members.

EducationA level of education, training and experience equivalent to a PhD in evaluation or research-related science or social science discipline. Seven (7) to ten (10) years’ of recent, related experience in progressively senior management roles working with networks, coalitions and multi-partnered projects in a youth and young adult health care environment and in the management of evaluations or performance monitoring, or an equivalent combination of education, training and experience.
DutiesProvides leadership, in conjunction with the Executive Director and Foundry leadership team, in the development and implementation of the strategic and operational plans for Foundry in accordance with the framework and principles established by the organization’s Governing Council (GC).
In collaboration with the Executive Director and Scientific Lead, provides leadership in the development and implementation of an infrastructure for conducting research and evaluation within Foundry.
Provides direction on the development and implementation of the performance measurement framework, and developmental and outcome evaluation activities; leads the development and provision of strategic and statistical information, including analysis of data, synthesis and summarization of findings and reporting of information to assist the Foundry leadership team and Foundry centre leads with planning and decision-making; fosters the development of Implementation Science approach to service implementation.
Collaborates with the Scientific Lead in developing a research strategy and facilitating interdisciplinary collaborative research; fosters the planning and implementation of research activities; develops systems and programs designed to monitor, evaluate and improve the quality of research services provided and enable information for accreditation purposes.
Provides leadership in the development of a knowledge translation strategy that will facilitate ongoing relationships between evidence and practice transformation for Foundry service providers; oversees the translation and synthesis of research data and outcomes for effective knowledge transfer to Foundry service providers.
Provides leadership in the identification of the Minimum Data Set and the development of a data governance plan that addresses data management (including security and privacy), data standards, data collection practices, and data reporting consistent with internal and external requirements.
Works with Executive Director and Foundry leadership team to develop, implement and monitor performance and quality indicators for Foundry centres and Foundry Central Office. Collaborates with stakeholders in the assessment of key indicators. Works with Foundry centres and Foundry Central Office staff to develop and implement initiatives to address any identified quality assurance issues, including overseeing improvement of data quality at Foundry centres.
Develops and supports the implementation of quality improvement initiatives based on the results of data analysis and in consultation with Foundry Central Office staff and Foundry centre staff.
Works with the Executive Director and Foundry leadership team to address organizational development needs, including initiatives that build leadership capacity for Foundry centre and Foundry Central Office staff, initiatives that support a positive and values-based culture at Foundry Central Office, and initiatives that increase Foundry Central Office efficiency.
Works collaboratively with CHÉOS and MSFHR on evaluation and research initiatives as well as with other partners, including BC Centre for Disease Control, First Nations Health Authority, Youth Wellness Hubs of Ontario, ACCESS Open Minds, headspace and other international partners.
Leads the consolidation and management of Foundry’s Intellectual Property and knowledge products for sharing with other jurisdictions in Canada and the US; including ensuring alignment with PHC policies and processes, consulting with external counsel, packaging knowledge products, developing MOU’s with other provincial and state governments and service agencies, and managing permissions and acknowledgements.
In collaboration with the Executive Director and Foundry leadership team, engages with key partners and stakeholders including senior government officials across the primary care, mental health and substance use and social services sectors. Initiates and builds strong partnerships with a broad network of research bodies and stakeholder groups including at the community level to collaborate on Foundry, monitor youth and young adult mental health and substance use sector trends and research, mobilize funding and exchange information.
Provides financial oversight of research, evaluation and other grants received by Foundry and ensures compliance with federal funding requirements for grant administration; monitors cost centres for relevant grants and works with Finance to ensure appropriate administrative financial controls are in place to ensure compliance.
Directs and ensures the effective and efficient utilization of the organization’s budget to enable operational goals and the strategic plan to be achieved. Forecasts requirements for additional resources, assists with the development of business cases/funding requests for new or expanded programs, reviews variances with other leaders, and updates and makes recommendations to Executive Director as required.
Advances Foundry by supporting/coordinating manuscript submissions to peer reviewed journals and attendance and presentations at local, national and international conferences.
Provides assistance to the Foundry leadership team in the selection, negotiation, and onboarding of commissioned agencies.
Works with Executive Director to determine appropriate staff complement for Foundry and own portfolio. Develops selection plan and recruits, selects and hires staff for the organization.
Provides leadership and direction to own staff through coaching, guiding and modeling key behaviors/strategies; fosters team spirit and dialogue and provides guidance and advice to facilitate resolutions to work issues; and encourages staff development. Assists team members in defining shared and individual goals in order to meet target dates and ensure alignment of team objectives with the organization’s goals and objectives. Monitors and evaluates staff to ensure effective performance of duties.
Promotes, disciplines and initiates employee terminations as required (in consultation with Human Resources). Handles labour relations issues including the grievance process. Represents the organization in employee grievances and other labor relations matters. Approves essential service levels as necessary.
Creates positive and sustainable relationships with all stakeholders to ensure the smooth and effective operation of services throughout the province.
Performs other related duties as assigned.
