Summary

Reporting to the Executive Director, Projects, Planning and Facilities Management and matrixed to Lower Mainland Facilities Maintenance (LMFM) Systems and Support, this position is responsible for the implementation of approved systems and support projects, business process and facilities database information at Providence Health Care; liaises and monitors work assigned to consultants, vendors, IT, Finance, Energy Conservation Group, Ergonomics, other health agencies and other facility functional departments to conduct systems and business analysis leading to recommendations and impact analysis on PHC facilities operations or projects.

Education

Building Technologist (CAD/CAFM Specialist) or technical college certification, supplemented with five (5) years’ recent, related progressive experience, or an equivalent combination of education, training and experience.

Duties


Provides project leadership and decision-making within a dynamic healthcare environment by participating as a key member on project teams developing facilities systems and support development, database management, business process issues resulting in decisions for both systems and business processes for PHC.

Coordinates and develops the process of system development and database management by liaising with project planners, consultants and various user groups for assigned projects; recovers projects where necessary and takes advance steps to mitigate risk and analyzes resource requirements; prepares project charter for the assignment of resources.

Reviews all project drawings and deliverables to ensure consistency with existing LMFM implemented Systems and Support drawing standards and practices.

Monitors project development according to approved project charter and reports on variances; makes recommendations to ensure scope of work does not expand without appropriate approval and adjustments to the project budget and schedule.

Monitors project progress according to project work plan, reports on variances and makes recommendations; devises, sets up, oversees and monitors pilot projects of external consultants and other Facilities staff to ensure project progresses according to schedule and within budget.

Contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.

Monitors projects to ensure systems are developed to the latest IWMS standards regarding technology and standardization with facilities, including the business processes for planning and implementation; trains/instructs/teaches and/or orients PHC users to the new systems and technology, as needed.

Provides project leadership to assigned project teams on all systems support and development, database management and business process issues applicable to multi-site organizations comprised of many regional service delivery areas.

Researches and analyzes market technology and industry trends/best practices related to information technology to improve operational performances.

Provides advice and consultation on managing researches; develops recommendations for proposed operational process changes.

Selects and recommends development options for both systems and architecture.

Assists the Senior Project Leader, IWMS and Director, as required.
