Providence Health Care is looking for a senior leader for various major capital projects and land development opportunities including the Clinical Support and Research Centre at the New St. Paul’s Hospital and Health Campus. As the Executive Director, Land Developments and Major Capital Projects, you’ll drive one of the most anticipated healthcare innovation projects in Province as well as participate with Providence’s Executive Team in strategic business and project planning for numerous capital development initiatives . You will flex your leadership and coaching acumen to work with a high performance team of Project Managers and Senior Leaders, as well as carry the responsibility for legal, financial and budgetary oversight for a project portfolio in the hundreds of millions of dollars. Relationship-building with the developer, construction and vendor community will be key to your success in representing Providence’s vision and maximizing development opportunities. Summary

Reporting to the Vice President, Major Capital Projects, the Executive Director, Land Development & Major Capital Projects is responsible/accountable for developing strategic business planning and project strategies as they relate to redevelopment opportunities and active projects for Providence Healthcare (PHC). Duties include identifying land development and market opportunities, acting as key contact for developers and other stakeholders; developing and managing project plans related to land development initiatives; developing, implementing and managing budgets; and providing, coaching, and leading appropriate human resourcing levels in support of redevelopment opportunities.

This position also provides leadership and direction to PHC for land and major capital development, property acquisition and disposition and real estate project planning.

Education

Master’s Degree and professional designation in a relevant discipline, supplemented by fifteen (15) years’ recent, related experience in progressively more complex and senior management, leadership and negotiation roles in a large multi-site organization with a minimum five (5) years’ managing the planning, and oversight of property development projects and strategies, or an equivalent combination of education, training and experience. Experience managing capital projects within a government sector, either on the owners’ or developer side would be considered an asset.

Duties

In consultation with the Real Estate Committee and other key stakeholders, responsible for the development of land and major capital development strategies and identification of desirable market opportunities that benefit PHC. Develops the business plans and leads/conducts feasibility studies as they relate to development opportunities initiatives.

Acts as the contact for major land development initiatives with developers, PHC staff and other stakeholders in order to develop financing options and project plans; negotiates resolution of disputes with the developers, as needed; ensures appropriate reporting and governance mechanisms are in place.

Conducts risk analyses, recommends approval where program parameters are met throughout various project milestones.

Leads project teams and provides strategic guidance and advice to the team to ensure project objectives are achieved.

Ensures effective interface with PHC leadership and other stakeholders to deliver timely and well-informed input into all stages of real estate development projects; ensures all legal, financial and operational activities are consistent and compatible with the organization’s requirements.

Works closely with the property development industry to initiate and create innovative strategies for current and future development projects; explores creative options for project delivery and meeting the organization’s requirements.

Supports the VP, Major Capital Projects in the identification and development of new business strategies, opportunities and partnerships, and plans and structures new business up to the program delivery stage.

Participates as a member of the New St. Paul’s project senior leadership team and provides strategic advice on a range of issues including business and operating strategies, business planning, and project and risk management.

Develops and implements operating and capital budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within the objectives, plans and budgets established by the organization; manages project risks and issues in order to support project progress; reports on the status and execution of key activities, budget status and advises on key risks and issues.

Manages project scope, opportunities, risks and issues relating to real estate development and project delivery management; tracks and regularly monitors project status; provides reports on the status on the project and recommendations on project scope and related changes; escalates issues as appropriate for resolution to facilitate consensus with stakeholders to achieve a successful outcome.

Manages project risks by identifying issues and providing recommendations around issue resolution; implements mitigation strategies and/or corrective action, as required to achieve key project objectives and in compliance with privacy legislation and information sharing requirements.

Ensures the recruitment and professional development of employees following best practices; responsible for overseeing and as required, participating in the management of human resource matters including employee discipline up to and including terminations.
