Director Risk Management and Infection Prevention and Control

Reporting to the Corporate Director, Quality, Patient Safety, Risk Management, Patient Relations and Infection Prevention & Control, the Director, Risk Management and Infection Prevention & Control (IPAC) works collaboratively with others to plan, develop, implement, and evaluate corporate and clinical risk management and IPAC programs and strategies in keeping with the mission, vision and values of Providence Health Care (PHC). Develops and oversees the implementation of corporate policies and procedures on risk management and IPAC. Works with the Corporate Director and Senior Leadership Team (SLT) to address issues arising from risk events, critical incidents, legal actions, and reports of the Coroner, Government commissions and external agencies. Oversees risk identification, analysis, trending, reporting and reduction; claims reporting and management; quality indicator development, monitoring and reporting; project management; the development and delivery of staff education related to risk management.
The Director, Risk Management and IPAC works collaboratively with the Medical Director of IPAC to develop long term plans, define goals and objectives, and direct the day-to-day administrative operations of the IPAC service across PHC. Participates in strategic planning and provides collaborative leadership and advice to others across the organization on issues related to IPAC. Participates in the development of the operating and capital budget plan for the area, recommends the allocation of resources for related programs and services, and prepares business cases to support new initiatives and services. Provides administrative leadership to designated staff including Infection Control Practitioners and Health Care Epidemiologist, coordinating and scheduling work assignments, and managing performance to ensure effective and efficient service delivery. Attends meetings and participates in committees relevant to IPAC and represents PHC externally on IPAC issues.
The Director, Risk Management and IPAC also oversees the management and reporting of data related to Incident Reports, plans, develops and delivers educational material for clinical staff and physicians related to risk management, and assists/facilitates Incident Analyses following critical incidents

EducationMasters degree in Nursing, Health Administration or related health discipline, plus seven (7) to ten (10) years of clinical practice and professional management/leadership experience, with emphasis in risk management or an equivalent combination of education, training and experience.
DutiesWorks collaboratively with others across the organization to formulate, implement, and evaluate strategic plans, goals and objectives for corporate and clinical risk management, consistent with the organization’s strategic plan and the mission, vision and values of PHC. Develops and oversees the implementation of corporate policies and procedures on risk management and IPAC in consultation with the Corporate Director, Medical Director of IPAC, SLT, and clinical and service providers.
In conjunction with the Medical Director IPAC, develops long term plans, defines the goals and objectives for the IPAC team, and directs day-to-day operations of IPAC service across PHC, including issues related to human, financial and material resources.
Collaborates with the Medical Director IPAC to supervise and provide leadership to IPAC staff including Infection Control Practitioners and Epidemiologist. Coordinates and schedules work assignments, and participates in hiring, training, orienting, and performance planning. Motivates staff and promotes team building, collaborative communication and conflict resolution to ensure effective and efficient service delivery.
Monitors staff and physician perceptions of risk management and IPAC, and identifies opportunities for improvement through regular contact with clinical and service providers. Coaches, guides and models key behaviours and strategies, encouraging dialogue and providing advice to facilitate resolutions of issues. Assists program and service teams in defining and achieving specific risk management and infection prevention and control goals and objectives.
Facilitates the identification and investigation of personnel and systems issues arising from the monitoring of risk events, critical incidents, legal actions, and reports of the Coroner, Government commissions and external agencies, and works with the Corporate Director and SLT to ensure issues are addressed.
Reports potential and actual claims, and manages cases to mitigate risk and limit liability exposure. Conducts risk analysis, and advises on high-profile/high risk cases and issues. Consults with and coaches teams on issues such as negative outcomes and incident analysis.
Coordinates and develops organizational responses to reports or requests for information from external agencies such as Insurers, the Coroner’s Office, Legal Counsel, Ministry of Health, etc., consulting with Health Records on release of information and confidentiality issues. Consults with legal advisor(s) and insurance investigators regarding clinical, risk management and medical-legal issues. Works with authorities on evidentiary matters and provides evidence for court cases as required, including preparing and swearing affidavit evidence.
Plans, develops and delivers educational programs, initiatives and materials for clinical staff and physicians related to risk management and IPAC. Shares knowledge and expertise with other organizations through teaching and lecturing at conferences on related topics.
Assists/facilitates Incident Analyses following critical incidents. Supports clinicians with implementation of the Disclosure of Serious Adverse Events policy.
Oversees the management and reporting of data related to Incident Reports to ensure clinical staff regularly receive incident related information.
Leads projects and strategic initiatives related to risk management and IPAC. Oversees project teams with representation from clinical programs and services and corporate support departments, supervising staff as required on a project basis.
Assists other departments by drafting and negotiating contracts from a risk management perspective for a variety of products and services.
Liaises with federal, provincial and regional agencies on relevant issues, and represents PHC as a member on key regional and provincial committees related to risk management and infection prevention and control.
Keeps abreast of new initiatives, developments and trends in risk management and IPAC through literature review, contact with peers at other organizations, industry leader groups, professional associations and attendance at seminars, workshops and education programs.
Develops and manages budgets related to assigned areas including monitoring expenditures and reporting on variances.
Performs other related duties as assigned.
