Premier Christy Clark poked fun at her own expense to open her wide-ranging speech to the Union of British Columbia Municipalities convention but moved on to weightier topics, ending on a promise of $10-million in funding to fight substance abuse deaths in B.C.

Canadian doctors can now prescribe heroin to people with serious addictions to the drug.

This change is thanks to new regulations approved earlier this month by theCanadian government.

The government says this treatment will be limited to a small number of users “in cases where traditional options have been tried and proven ineffective.”
