Our Senior BI Analyst work with senior health leaders to ensure our organization has access to the human capital needed to execute their immediate and long-term business strategies. Through the collection, analysis (both quantitative and statistical), forecasting and reporting of workforce data, information and trends, they will enable leaders to make evidence-based decisions.

Reporting to the Manager, People Staffing, Planning & Analytics, the Senior HR Forecaster-BI Analyst is responsible for leading planning, design, and optimization of People Services (HR) and Workforce Scheduling business application solutions including data warehouse development and/or enhancement of the data warehouse architecture to support departmental business needs in a sustainable and scalable manner. The position also plays a major role in the management of data within HR systems and its utilization to understand our workforce and make effective workforce planning decisions. The Senior HR Forecaster-BI Analyst works closely with Clinical and Operational Leaders, People Services teams such as Workforce Scheduling and other organizational stakeholders to determine business requirements and analyze their metrics. Conducts statistical analysis, produces business models and forecasts, and develops and maintains performance indicators, comprehensive reports and tools using current business analytical methods and software. Recommends and participates in the implementation of interventions to optimize workforce utilization and talent acquisition planning both on a short-term and long-term basis to ensure PHC has the right staff, in the right place and the right time.

Provides input into the development and implementation of policies and procedures for data stewardship and data governance. Gathers and documents requirements including technical and financial feasibility of proposed business intelligence solutions. Conducts design and code reviews. Tests, documents and implements solutions in collaboration with applicable stakeholders. Participates in planning for data migration from source systems and works with IT and business users to validate data integrity and data quality within systems. Administers system security and access, supports and delivers user training and provides technical direction to other staff as required. Participates in internal and external HR reporting requirements.

Participates in internal and external committees and working groups as required. Works with team members to establish and maintains cooperative and effective relationships with internal stakeholders and external partners.

Skills

Extensive experience building, monitoring and maintaining data warehouses using the Kimball methodology.
5+ years working with T-SQL
A keen, high level awareness of what is needed to make business intelligence and analytics a successful function within a large organization with many internal and external stakeholders.
Experience and proficiency in MS Excel and Word with one or more of the following analytical tools, SAS, SPSS, R, and STATA
Strong background in data architecture, data quality, data mapping, and data structures.
Proven ability to interpret data files and record layouts to map fields between multiple systems and database tables
Ability to collaborate extensively with business partners in data warehousing solutions, and contribute to a very flexible and agile development process.
Ability to gather requirements from various user groups and translate those requirements into technical specifications.
Excellent oral and written communication skills
Strong quantitative, analytical, problem solving, organizational and interpersonal skills.
Demonstrated attention to detail and maintaining high quality standards.
Ability to work to independently, meeting deadlines under pressure, with minimal supervision and frequent interruptions.

Education

Bachelor’s Degree in Computer Science, Management Information Systems or related field plus a minimum of five (5) years of recent, related experience in data warehousing, significant experience using Microsoft BI Suite (SSMS, SSAS, SSRS, and SSIS), forecasting and analytics or an equivalent combination of education, training and experience. Experience with HR and health care data would be an asset. Software development experience and working with Tableau or other data visualization software would be an asset.

Duties

Liaises with HR teams and other organizational stakeholders to determine requirements including understanding inefficiencies in existing business applications and future business needs. Establishes and maintains positive and cooperative relationships with all internal and external stakeholders/partners.
Gathers and documents requirements including technical and financial feasibility of proposed business intelligence solutions, analyzes and reviews with Workforce Planning & Data Analytics team members and/or other stakeholders and makes recommendations including anticipating future data needs and how existing data can be best leveraged to meet user needs.
Leads/delivers the preparation and assessment of data regarding state of current workforce including complex analyses to identify workforce behavior (i.e. attrition, retirement, movement) and assess headcount and skills changes (gaps/surpluses).
Develops and delivers current state reporting and future state predictive modeling tools. This includes tools, reports and metrics that can be used directly by Managers for evidence-based decision-making.
Acts as a technical lead for assigned projects, including the development, monitoring and evaluation of project plans and deliverables using project management methodology. Assists with supervision, mentoring and coaching of team members, participates in recruitment panels, provides input into training and development decisions and monitors staff performance on project teams.
Provides technical direction and guidance in the implementation of business solutions to other team members as required.
Designs, plans and optimizes HR data warehouse, reports, dashboards and other business solutions content as required including core HR management reports, dashboards and related tools.
Performs statistical analysis, business models and forecasts using various software packages and current methodologies.
Responds to ad-hoc, on-demand and scheduled business user information requests.
Provides input into the development and implementation of policies and procedures for data stewardship and governance.
Conducts design and code reviews as needed to ensure quality, consistency and compliance with requirements.
Tests, documents and implements proposed business solutions in collaboration with appropriate stakeholders.
Participates in the planning for data migration to the HR data warehouse from source systems.
Works with IT and business users to validate rules regarding data integrity and data quality as it relates to the impact on business needs.
Identifies and troubleshoots issues; proposes business solutions to resolve these issues.
Administers security settings and access to HR data warehouse and related systems.
Supports all business users in the use of HR data warehouse tools and in deployment activities such as user acceptance testing, user training, product demos and product evaluation.
Develops, updates and coordinates the preparation of related educational and training materials.
Maintains current knowledge and provides developmental expertise in various human resources systems to support data quality, system and process efficiencies.
Performs other related duties as required.
