Summary

Reporting to the President, Providence Health Care Research Institute (PHCRI), the Director of Operations is responsible for implementing the policies and strategic direction of the PHCRI aligned with Providence Health Care (PHC). This newly created position will provide management of all non-scientific administrative and operational matters and strategic project management at PHCRI. The Director of Operations will act as a key liaison with senior leadership of PHC, PHCRI Research Centres and Research Groups as well as our Academic partners to support the strategic priorities and operations of the PHCRI and ensure the operations of the Institute are consistent with the Mission, Vision and Strategic Directions of PHC. Working in close collaboration with the PHCRI HR, Finance, Ethics and Contracts managers, the Director of Operations is central to the management of PHCRI’s day-to-day operations, overseeing all strategic and long-term planning relevant to the role. They develop effective working relationships with relevant community and external agencies to ensure appropriate input into PHCRI operations and strategic directions.

Education

A level of education, training and experience equivalent to a Master’s Degree in business or health administration, a healthcare discipline or project management, plus ten (10) years’ recent, related experience including at least seven (7) years leadership experience in the public sector, health or University setting, or an equivalent combination of education and experience.

Duties

Participates with the executive team of the PHCRI and PHC Senior Leadership in setting the Vision, Strategic Directions and Policy Direction for the PHCRI.

Develops, implements and evaluates the operational plans for PHCRI in collaboration with the President of the Institute and Management team to ensure appropriate input into the operations of the Centre.

Provides operational leadership support encompassing the analysis and presentation of relevant resource and performance data for all of the operational components of PHCRI.

Identifies and promotes new systems, processes and procedures that improve the performance of PHCRI to achieve its Vision and Strategic Direction.

Leads the completion of business cases, operational reviews, needs assessments and environmental scans to identify viable new opportunities and options for PHCRI.

Creates policies, procedures and structures that enable implementation of the Vision and Strategic Direction of PHCRI and that are consistent with PHC.

Develops mechanisms to ensure appropriate input into and feedback on the operations of the Centre by regional partners, community and external agencies.

Establishes strong relationships with Communications, Human Resources/Labour Relations, Finance and Planning and PHC Redevelopment to achieve key outcomes.

Provides operational leadership in collaboration with the PHCRI President to develop the operating and capital budget plan and to allocate resources for the Centres and Research Groups, monitor utilization and productivity indicators, budgetary variances, and determine corrective strategies as required. Justifies new initiatives/services and any budget increases for new or existing services.

Develops, recommends, and implements, in collaboration with the PHCRI President and Human Resource, strategies for recruitment and retention of staff that support the goals and objectives of the Centre. Determines performance expectations and provides performance coaching and evaluation for all direct reports.

Performs other related duties as required.
